今回の訪問では、一般社団法人国際高度人材開発センターがフィリピンで行っている事業の一環を見ることができました。
見聞を広げることができたので、ご報告させて頂きます。
一般社団法人 国際高度人材開発センターとは？
国際高度人材開発センターは2014年10月4日の団体設立以来、日本における後期高齢者/75歳に到達する2025年問題への提言として、若さと可能性に満ちたアジアの高度人材開発に取り組み、フィリピンでの人材教育を行っています。
外国人介護・看護人材の指導者の育成を支援すべく、また現在3名の内1名は2名の卒業後も日本語学校での学習を継続し7月のJLPTでN2に合格した後、フィリピンへ帰国し現在はJ.TESTの現地事務局に於いて日本語の普及を目指した試験運営に携わっています。
UNO OVERSEAS PLACEMENT INC．視察
社団と協力関係にあるフィリピンの優良人材派遣事業と技能実習生の送りだし機関であるUNO OVERSEAS PLACEMENT INC.を訪問しました。
社団の事務局長である藤野さんとUNO OVERSEAS PLACEMENT INC.のスタッフであるＰinedaさんに案内していただき、授業の様子などを見学させて頂きました。
支援内容

•Construction worker:
Period: Max 5 years
Group training: 320h
•Care worker: Max 5 years
Group trading: (N4level )+120h~320h
Others: 3 years
Group training: 320h
2. International students
Admission requirements:
Vocational school/N2 level
University/N1 level
+pass the entrance exam.
Advise is available on applying for scholarships.
Advanced workers who are needed for Japanese companies:
Male/Engineer
Especially IT Category
Female/Nurse
Their categories are seriously short of manpower.
A high salary is promised.
Program for International care nurses
※Our program is for skilled nurses
Our scholars attend an advanced certified care worker vocational school for N1 level.
Students:
Study in Philippines: 10 months 〜11 months
Study in Japan: 2.5 years
①Japanese language school with our partners: 6 months
②Vocational school with our partners: 2 years
Pass the national exam
(There is a special condition at present)
After graduating, candidates work with a social welfare corporation, our partner for international care nurses.
3.Specific skills
(starting this April)
This is the main source of residence rather than technical intern trainee. So, we are preparing a review center for their exams now.
The categories which were approved at present are as follows
①Care worker
②Hotel worker
③Restaurant worker
In the above categories, Filipinos have an advantage over other Asian people.
Processing period is very short compared to technical intern trainees, about 2〜3 months after passed the exam.
11 more categories which will approve in the future.
まとめ
今回は、藤野さんのご協力のもと現地の施設を見学することができました。
日本と文化の異なる国においての支援というのは、色々な困難がついてきます。

昨日、テンピさんとお会いし、授業見学をして頂きました。
間違えなければ(間違えずに指導してやれば)進路や可能性はたくさんあります。 フィリピンの子達特に貧困層は精神的に未熟なところ(自分に甘い、誘惑に弱い、見栄っ張り)も多く、なかなかそこから抜け出して成功する事例が少ないのですが、笑顔と優しいこころはそれを打ち消してあまりある長所だと思います。 しっかりと将来像をイメージさせながら、導いてやって頂ければ幸いです。そのお手伝いは引き続きさせて頂きます。
弊社団もたくさんの法人が関わっていますが、実態は弊員が無給で各法人の代表のお尻を叩きながら、どんな困難にあっても兎に角ひたすら走り続けています。
こちらこそ、皆さん方のお力をお借りして、本当の意味での日比の相互補完関係の構築を成し遂げたいと思います。
